Nottingham’s New Local Plan: What It Means for Residents, Homeowners and Developers

Nottingham’s Local Plan: Shaping the Future of Our City
Nottingham is planning for its future, and local residents, homeowners, businesses and landowners have an important opportunity to influence how the city develops, grows and adapts to the changing needs of its communities over the coming years.
Nottingham City Council has begun preparing a new Local Plan, a significant planning document that will help shape the city's long-term future. It will establish a framework for managing development, guiding investment and determining how land and buildings should be used, protected and improved.
As Nottingham continues to evolve, it faces a range of opportunities and challenges, including growing housing demand, the regeneration of vacant and underused sites, the protection of historic buildings and the need for more sustainable development. The decisions made through the planning process will have a lasting influence on the character, accessibility and quality of Nottingham's built environment.
The new Local Plan will help identify suitable locations for development, establish expectations for the design of new buildings and consider the infrastructure needed to support growing communities. It will also seek to balance economic growth and investment with the protection of Nottingham's distinctive architectural and environmental character.
For local residents, planning policies influence more than the construction of new buildings. They affect housing provision, access to services, transport connections, public spaces and green infrastructure, while helping ensure that new development responds appropriately to established neighbourhoods and surrounding properties.
For homeowners, landowners and developers, the emerging Local Plan could influence opportunities for extensions, conversions, new homes and the redevelopment of existing sites. Understanding these evolving policies will be important when assessing the development potential of land and property or considering future investment.
Nottingham's architectural identity reflects its historic landmarks, traditional neighbourhoods, industrial heritage and contemporary developments. Protecting this character while accommodating the needs of a growing city will be a central consideration as the new planning framework develops.
At Architecture North Ltd, we believe successful development should go beyond simply creating additional buildings. Through thoughtful architectural design and careful planning, new development can respect existing communities, respond positively to its surroundings and make a meaningful contribution to Nottingham's future.
WHAT IS A LOCAL PLAN?
A framework for Nottingham’s future
A Local Plan is a statutory planning document prepared by a local authority. It establishes the policies used to guide development and inform planning decisions.
The current Nottingham Local Plan includes the Aligned Core Strategy (2014) and the Land and Planning Policies Document (2020). The Council is now preparing a new comprehensive Local Plan under the updated national plan-making system.
-
Nottingham's Local Plan is a statutory planning document that establishes how land and buildings across the city should be developed, protected and managed. It provides the planning policies used by Nottingham City Council when assessing development proposals and determining planning applications.
The Local Plan influences where new homes, commercial premises, employment opportunities, public spaces and essential infrastructure should be located. It also establishes expectations for architectural design, environmental sustainability, heritage conservation and the protection of residential amenity.
Nottingham's existing planning framework includes the Aligned Core Strategy, adopted in 2014, and the Land and Planning Policies Document, adopted in 2020. The Council is now preparing a new comprehensive Local Plan intended to bring strategic and detailed planning policies together within a single document.
For homeowners, landowners and developers, understanding the Local Plan is an important starting point when considering the development potential of a property or site.
-
Nottingham is continually evolving, with changing demands for housing, employment, infrastructure and public services. The new Local Plan will help establish a coordinated approach to managing these changes while supporting sustainable development across the city.
The review also responds to changes introduced through the Levelling Up and Regeneration Act 2023 and the new national plan-making regulations. These introduce a revised process for preparing Local Plans, including structured engagement, independent progress assessments and a defined preparation timetable.
Through the review, Nottingham City Council will consider how future planning policies can respond to several important challenges, including:
Increasing the availability and affordability of housing.
Encouraging the regeneration of brownfield and underused sites.
Supporting economic growth and employment opportunities.
Responding to climate change and environmental sustainability.
Improving transport connections and local infrastructure.
Protecting Nottingham's historic buildings and architectural character.
Creating healthier, more accessible neighbourhoods.
The intention is to establish a planning framework that supports appropriate growth while recognising the needs of existing communities.
-
The new Local Plan provides an opportunity to consider how future development can deliver meaningful improvements for people living and working in Nottingham.
More homes and greater housing choice
By identifying appropriate locations for residential development, the Local Plan can help support the delivery of new homes, including affordable housing and accommodation suited to different household requirements.Regeneration of neglected and underused areas
The redevelopment of vacant buildings and previously developed land can help revitalise neighbourhoods, improve the appearance of local streets and bring unused properties back into productive use.Stronger local businesses and employment opportunities
Planning policies can support investment in commercial premises, local centres and employment-generating development, helping businesses establish and expand their operations.Greener and healthier neighbourhoods
The Local Plan will consider the protection and enhancement of green spaces, biodiversity, public areas and environmental infrastructure, contributing to healthier and more attractive places to live.Improved transport and accessibility
Coordinating development with public transport, walking and cycling infrastructure can help residents access employment, education, shops and community facilities more conveniently.Protection of Nottingham's heritage
Future planning policies will also consider how new development can respect the city's historic buildings, conservation areas and distinctive architectural character.
These are potential benefits that the emerging Local Plan will seek to support. Their delivery will depend on the final policies, future development proposals, investment and infrastructure provision.
-
Although Local Plans are frequently associated with large-scale development, their policies can also influence smaller residential projects, including house extensions, renovations, conversions and replacement dwellings.
For homeowners in Nottingham, planning policies may affect the scale, design and suitability of proposed alterations to an existing property.
Considerations can include building height, materials, overlooking, daylight, neighbouring amenity, parking arrangements, heritage constraints and the relationship between a proposed development and its surroundings.
The new Local Plan may introduce revised policies affecting how these matters are assessed in future planning applications.
However, the preparation of a new Local Plan does not automatically change the planning requirements for an individual property. Existing adopted policies remain relevant until they are replaced, with emerging policies potentially carrying weight according to their stage of preparation and other planning considerations.
Homeowners considering future improvements should therefore understand both the current planning framework and any relevant emerging policies before committing to a particular design.
At Architecture North Ltd, we assist homeowners in exploring the architectural potential of their properties, developing appropriate proposals and preparing planning applications where permission is required.
-
For landowners and property developers, the preparation of Nottingham's new Local Plan presents an opportunity to understand how the Council intends to accommodate future growth and regeneration.
The planning process will consider land availability, housing and employment requirements, environmental constraints, infrastructure capacity and the suitability of potential development locations.
This may be particularly relevant to owners of:
Vacant or underused commercial buildings.
Brownfield and previously developed land.
Former industrial premises.
Properties with potential for residential conversion.
Sites that may accommodate new residential or mixed-use development.
As the Local Plan progresses, opportunities may arise for landowners to provide evidence about sites that could contribute to Nottingham's future development needs.
Importantly, the current 2026 scoping consultation does not propose specific site allocations or invite comments on a preferred development strategy. Landowners should monitor future consultation stages for appropriate opportunities to promote individual sites.
Any potential development will still need to be assessed against relevant planning policies, access requirements, environmental constraints, infrastructure considerations and other material planning matters.
Architecture North Ltd can assist with initial architectural feasibility studies, site assessments, concept proposals and planning-related design services to help establish whether a potential development opportunity is worth pursuing.
-
Nottingham City Council is currently inviting residents, businesses, landowners and community organisations to contribute to the early preparation of the new Local Plan.
The consultation runs from Wednesday 23 September to Wednesday 28 October 2026.
The Council is seeking feedback on three documents:
Local Plan Review Scoping Document
This identifies the principal issues and priorities that the new Local Plan may need to address, including housing, regeneration, transport, sustainability, design and infrastructure.Strategic Environmental Assessment Scoping Report
This establishes the proposed approach to assessing the environmental implications of the emerging Local Plan.Local Plan Review Engagement Strategy
This explains how residents, businesses and other stakeholders will be involved throughout the preparation of the new planning framework. At this stage, the consultation is focused on identifying the matters the Local Plan should address rather than seeking comments on detailed planning policies or proposed development sites.
Residents can contribute their views on issues such as housing availability, neighbourhood character, public spaces, transport accessibility, environmental protection and the infrastructure needed to support future growth.
Public participation is important because local knowledge can help identify opportunities and concerns that might otherwise be overlooked.
Consultation Closes: Wednesday 28 October 2026.
-
Following the conclusion of the consultation on 28 October 2026, Nottingham City Council will review and analyse the representations received.
The feedback will help inform the next stages of the Local Plan, alongside technical studies, environmental assessments and evidence relating to housing, employment, transport and infrastructure requirements.
The Council will then continue developing its planning strategy, including future planning policies, potential site allocations and the infrastructure needed to support growth.
Further opportunities for public consultation will be provided as the Local Plan progresses.
Under the revised national plan-making system, the process will also involve Gateway assessments and independent examination before the new Local Plan can be formally adopted.
Until adoption, Nottingham's existing development plan will continue to provide the principal planning policy framework for assessing applications, alongside other relevant material considerations.
Homeowners, landowners and developers should monitor the emerging Local Plan to understand whether proposed policy changes could influence future development opportunities.
